Could it be more specific, what is “a general audience”, what background/education/knowledge is assumed/expected?

This should be highlighted..you're right! It is written without keeping in kind any particular audience but would be apt for someone who has had a very basic introduction to Quantum Computation. It explains all the concepts or keywords used (briefly) anyway so even classical security and cryptographers should be able to use it.
